Department of Finance

Today, the " Finance " department is a specialty department of the " Banking and Financial Services " faculty of the institute.

The Department of Finance is located in Samarkand city, Mirzo Bedil street 18-A, building 7, room 102.

The head of the department is Zaynalov Jakhongir Rasulovich, doctor of economics, professor. zaynalovjakhongir@sies.uz 

The Department of "Finance and Credit" was founded in 1979 on the basis of the Departments of "Trade Economics" and "Accounting" and was established for the purpose of in-depth study of the field of finance and credit by students and the formation of in-depth skills. In the early years, the department was headed by professor IT Abdukarimov. In 1979-1983, among the teachers of the department, MK Pardayev, E. Shavqiyev, HN Musayev, JR Zaynalov defended their candidate theses and increased the scientific potential of the department. The academic degree of the members of the department was 100 percent.

Prof. I.T. Abdukarimov becoming the head of the "Cooperative Trade Economics" department, the head of the "Finance and Credit" department was appointed to the general election of the Ph.D. J.R. Zaynalov was elected and he headed this department from 1982 to 1986. Professors and teachers of the department actively participated in the educational process, scientific research and educational work.

"Finance and credit" department was merged with "Statistics" department in 1986 and Assoc. In connection with the involvement of J.R. Zaynalov in team work, as well as his recommendation for the position of the dean of the "Accounting" faculty from January to November 1989, the newly established "Finance and Statistics" department was assigned to the department by Assoc. HA Shodiyev was elected as the director. Since 1989, Assoc. prof. J. Sirojiddinov was the director. By 1990, the department was renamed "Finance and Analysis".

In June 1993, the department was renamed as "Finance and Credit" and starting from 1994, J.R. Zaynalov was recommended as a head, and the training of highly educated personnel in the specialty "Finance and Credit" was started. In 1994, under the "Finance and Credit" department, the "Tax and Taxation" educational center was opened by the order of the Cabinet of Ministers of the Republic of Uzbekistan on May 2, 1994, and by the decision of the scientific council of the institute in June, 1994. This was considered a trust in the team of the department.

Since 1996, the department has received 110 students from the systems of the State Tax Committee of the Republic of Uzbekistan on the basis of higher education (separated from production), 35 specialists on the basis of secondary special education (external) by order, as well as secondary 11 applicants were admitted to the ranks of students on the basis of the test.

In 1997, the educational center "Tax and Taxation" was transformed into the newly named "Finance and Credit" faculty, the head of the department, prof. JRZaynalov was approved by the proposal of the State Certification Commission. Until 2004, the department trained highly qualified personnel in the fields of finance, banking, taxation, insurance, and investment. Also, since 2003, masters in the specialty "Finance, money circulation and credit", "Financial management" in 2006, "Finance, money circulation and credit" since 2007, and since 2012 in the specialty "Public finance management" began training masters.

In 2004, by a special decision of the Cabinet of Ministers of the Republic of Uzbekistan, as a result of the establishment of the Samarkand Institute of Economics and Service, the department of "Finance and Credit" was named "Finance and Insurance Services".

On the basis of selection, prof. JRZaynalov was elected and confirmed (from 2004 to June 22, 2013). From June 23, 2013, the head of the department was appointed by B.Sh. Khusanov led.

From 2019 to the present, Doctor of Economics, Professor JRZaynalov has been working as the head of the "Finance" department.
