Referendum 2023
#Legal_outreach
Greetings, esteemed teachers, colleagues, and student-youth.
As we all know, another political event is expected to take place in our country: in accordance with the Law on Amendments and Additions to the Constitution of the Republic of Uzbekistan, it has been announced that a referendum will be held in our Republic on April 30, 2023. The draft of the updated Constitution has been posted on the website meningkonstitutsiyam.uz.
We have all witnessed reforms being carried out in all spheres of our state in recent years, and new spheres and new relationships have entered our society and our lives. Since it has become a requirement of the times to establish a legal basis for regulating these relationships, the President submitted a proposal to the Oliy Majlis on introducing amendments and additions to the Constitution, and, after the opinions, comments, and proposals expressed by the people were studied, the draft of the updated Constitution was developed. The amendments and additions being introduced to the Constitution are being carried out primarily for the benefit of the individual. The fact that the rights and freedoms of citizens are being further strengthened and expanded in the draft of the updated Constitution demonstrates that a constitutional reform is being implemented for the benefit of the individual. While the current Constitution consists of 128 articles, the draft of the updated Constitution consists of 155 articles. It is gratifying that, for the first time, the work of the teacher is recognized as the foundation for developing society and the state, forming and educating a healthy generation, and preserving and enriching the spiritual and cultural potential of the people; it is being established that the state shall protect the honor and dignity of teachers and care for their social and material well-being (Article 52). Citizens' right to receive higher education at state expense in state educational institutions on a competitive basis, as well as the academic freedom, self-governance, and freedom of teaching of higher education institutions in accordance with the law, are being established as constitutional norms (Article 51). In addition, the updated Constitution expands the rights of women, as well as the rights of children and youth. Opportunities for young people are being expanded. Legal norms relating to all spheres of our life find their expression in the updated Constitution.
Proceeding from the above, as a member of this society and as a mother, I want my children and grandchildren to live and study in this country and to grow up to be educated and knowledgeable. For this reason, I am not indifferent to the updated Constitution, and I will take part in the referendum and cast my vote; I call on you, too, to take part in it.
