First Vice-Rector for Youth Affairs and Spiritual and Educational Work

Duties:
1. Organizing the implementation of the laws of the Republic of Uzbekistan, the decrees and orders of the President of the Republic of Uzbekistan, the Development Strategy of New Uzbekistan, and the resolutions of the Oliy Majlis and the Cabinet of Ministers in the field of education and upbringing;
1.1. Ensuring the organization of educational, upbringing, and spiritual and educational work on the basis of state educational standards;
1.2. Organizing the execution of the orders, directives, and instructions of higher-level organizations, social obligations undertaken in matters related to spiritual and educational processes, as well as the decisions of the Institute Council and the orders of the Rector;
1.3. Monitoring the social activity of student youth and organizing work in cooperation with the responsible organizations (the Ministry of Internal Affairs, the National Guard, the Prosecutor General's Office, the State Security Service, the Ministry of Emergency Situations, the Ministry of Support for Mahalla and Family, the Youth Affairs Agency, and others);
1.4. Supervising the uninterrupted and high-quality operation of the Institute's sports and wellness, consumer services, catering, recreation, and cultural leisure systems;
1.5. Determining the financial situation of students who are from low-income families, who are included in the "Iron Notebook," "Youth Notebook," "Women's Notebook," and "Mehr Notebook" registered through the "Unified Register of Social Protection" information system at local authorities, and who come from large families, and carrying out regular work on their social protection;
1.6. Organizing and supervising the work carried out by the faculties jointly with students' parents, local authorities, charitable foundations, and the Youth Leaders in the mahallas;
1.7. Organizing spiritual, educational, and upbringing work jointly in the neighborhood communities (MFY) and schools assigned to the Institute, arranging sports competitions, and guiding talented young people toward fields according to their interests;
1.8. Organizing conversations of the Institute's professors and teachers with the local population on the basis of the principle "One Intellectual as Spiritual Patron for Each Mahalla";
1.9. Organizing meetings of student youth with esteemed and dedicated people who have worked in the field for a long time;
1.10. Managing and assisting the processes of searching for, selecting, and working with talented young people, and managing the process of preparing winners of prestigious scholarships among students and young people, such as those named after the President of the Republic of Uzbekistan, Navoiy, Beruniy, Ulug'bek, Ibn Sino, and others;
1.11. Taking measures against students, professors, teachers, and staff who violate the Institute's "Code of Ethics" and "Internal Regulations," and submitting proposals for terminating their contracts;
1.12. Examining cases of student expulsion, making proposals, and discussing them;
1.13. Coordinating the activities of the Youth Leaders and the "Student Council," and submitting information to the Rector regarding youth problems and proposals;
1.14. Conducting and analyzing the annual activity reports of faculties and departments, drawing conclusions, and evaluating the spiritual and educational work of professors, teachers, and tutors;
1.15. Assigning tasks to the institute's structural units in accordance with the essence of the duties in this area, demanding their fulfillment, and submitting proposals to the Rector regarding appropriate measures against employees who fail to perform or neglect the tasks assigned in this area;
1.16. Developing the plan of spiritual and educational work, organizing and monitoring its implementation, and, in cooperation with the institute staff, establishing work to provide quality education;
1.17. Submitting proposals to the Rector on coordinating the activities of the institute's "Council on Spirituality and Enlightenment" and the Department of Social Sciences;
1.18. Regularly organizing various meetings, debates, dialogues, oral discussions, and question-and-answer evenings;
1.19. Organizing meaningful and productive leisure time for students and implementing the 5 important initiatives at the institute;
1.20. Regularly monitoring the conditions that comprehensively meet the needs of students living in the institute's student residence, and coordinating the organization of various meetings and events;
1.21. Organizing and monitoring the meaningful use of free time outside of classes for students who live in rented accommodation, with close relatives, or in their own homes;
1.22. Regularly covering the work carried out on spiritual and educational issues at the institute in the mass media and on social networks, and expressing opinions on the reforms being implemented in our country;
1.23. Organizing the regular holding of review competitions, festivals, amateur art clubs (KVN, student theater studios, dance, vocal, and maqom ensembles, bakhshi art), sports festivals (spartakiads), and olympiads;
1.24. Forming the institute's national teams in various sports and ensuring their participation in competitions;
1.25. Coordinating anti-corruption efforts within the system and working in cooperation with the "Compliance Control" department;
1.26. Participating directly in the hiring of professors, teachers, and staff at the institute;
1.27. Nominating worthy candidates for the institute's tutor positions and participating, with his or her own proposals, in their hiring and dismissal;
1.28. Submitting proposals to the Rector on additional allowances and incentives for professors and teachers who have shown activity in spiritual and educational work at the institute, as well as on the cancellation of allowances for employees who have been negligent in work in this area;
1.29. As chairperson of the commission for accommodating students in the student residence (TTJ), ensuring that its membership includes the Deans of the Faculties, the Youth Leader, the chairperson of the institute's Women's Advisory Council, and the heads of the residence administration;
1.30. Implementing, among student youth and relying on the Law of the Republic of Uzbekistan "On Education," a program of spiritual and moral education aimed at glorifying human rights and dignity and raising independently thinking young people by establishing democratic principles based on the national spirit and universal values;
1.31. Regularly promoting and popularizing the principle of "individual–society–state" by supporting the aspirations, research, and initiatives of every student that serve the peace of the homeland and the well-being of the people;
1.32. Educating the institute's students in the spirit of loyalty to the homeland, love for the native land, faith in the great and noble goal of building a free and prosperous homeland, courage, and selflessness, and carrying out propaganda and outreach work aimed at preventing crime;
1.33. Studying the spiritual environment at all faculties and working with professors, teachers, staff, and students, supporting positive traditions and initiatives while taking into account their aspirations and intentions, and conducting social surveys;
1.32. Taking under control the work of explaining to students the rules of entering and leaving the building, walking in corridors, sitting in classes, and conduct toward equipment;
1.35. Taking under control the conduct, attire, and mobile phone use of pedagogical staff and students, carrying out explanatory work with those who do not comply with the rules, and proposing disciplinary measures;
1.36. Directing students' free time outside of classes toward socially useful activities and establishing oversight over the holding of clubs, debates and discussions, and literary meetings;
1.37. Conducting inquiries into incorrect opinions and comments published on social networks by student staff members and professors and teachers.
2. When the Rector of the institute is on a business trip, on leave, or temporarily absent from work due to illness, the performance of the duties within his or her authority is temporarily assigned to the First Vice-Rector.
2.1. Implementing the laws of the Republic of Uzbekistan, the Resolutions, decrees, and orders of the President, the resolutions of the Oliy Majlis and the Cabinet of Ministers in the field of education and personnel training, and the regulatory legal documents and instructions of the Ministry of Higher and Secondary Specialized Education;
2.2. Ensuring the training of highly educated, qualified personnel with high spiritual and moral qualities who are capable of independent thinking;
2.3. Coordinating the activities of the Department of Social Sciences and ensuring the active participation of department members in spiritual and educational work;
2.4. Instilling the national idea in students' minds, forming practical and effective mechanisms for carrying out spiritual and moral education, and managing and consistently improving the spiritual and educational process;
2.5. Developing current and long-term plans for spiritual and educational work and establishing a system for monitoring their strict implementation;
2.6. Developing the regulatory and methodological documents and plans of practical measures necessary for the system of spiritual and educational work;
2.7. Organizing the timely explanation to students and professors and teachers of the content and essence of the decrees and resolutions adopted by the President and Government of the Republic of Uzbekistan. For this purpose, organizing special courses for continuous improvement of legal literacy, and arranging spiritual and educational meetings, debates, dialogues, discussions, and question-and-answer evenings on various topics;
2.8. Delivering the documents adopted by the Ministry on spiritual and educational issues to the institute staff in a timely manner and ensuring the implementation of the measures contained in them;
2.9. Creating the necessary conditions among professors, teachers, and students for forming a social environment consistent with the requirements of liberalizing society;
2.10. Eliminating the mood of spiritual dependency among students and forming in them the need for continuous development of their own thinking;
2.11. Working in cooperation with law enforcement agencies to carry out legal education and prevent offenses;
2.12. Organizing a system for delivering information on national and international life to the general public, pedagogues, and students;
2.13. Establishing work on preparing and publishing scientific, methodological, and practical literature and manuals on spiritual and educational issues;
2.14. Providing methodological and informational support (literature, manuals, etc.) to the departments of humanities and socio-economic sciences, studying and analyzing the capacity and qualifications of professors and teachers, and preparing relevant proposals;
2.15. Preparing the relevant proposal on forming the composition of the final state attestation commissions in the humanities and socio-economic sciences;
2.16. Carrying out spiritual and educational events to organize meaningful leisure time for students and organizing creative-artistic and sports-wellness clubs;
2.17. Improving the activities of sports clubs, training students in various sports, and ensuring their active participation in the "Universiade" sports competitions;
2.18. Regularly monitoring that the conditions of the student residence comprehensively meet the requirements of the students living there;
2.19. Paying special attention among students to reading and studying fiction, in particular high-quality literary works created in Uzbekistan during the years of independence. For this purpose, organizing special review competitions for the best interpretation, analysis, and review of literary works, readers' conferences, and meetings with authors and writers, and rewarding the winners. Enriching the institute's Information Resource Center with various literary and journalistic works and popular science publications;
2.20. Monitoring the uninterrupted and high-quality operation of the institute's sports-wellness, consumer services, catering, recreation, and cultural leisure systems;
2.21. Obtaining information on the financial situation of students from low-income and large families and carrying out regular work on their social protection;
2.22. Organizing and monitoring the joint work of the faculties and the institute with students' parents, local authorities, charitable foundations, and mahallas;
2.23. Ensuring the regular publication of multi-copy and wall newspapers and continuously covering in them the work being carried out at the institute on spiritual and educational issues;
2.22. Organizing the regular holding of competitions, festivals, reviews of amateur art clubs, and olympiads;
2.25. Ensuring the active participation of professors, teachers, and students in various public works and events held at the republican, regional, and city levels;
2.26. Submitting proposals on the directions of spiritual, educational, and upbringing work and on increasing their effectiveness;
2.27. Developing standards of etiquette and a high culture of communication in the relations between professors, teachers, and students;
2.28. Ensuring that the sending of institute staff and students abroad, as well as events (seminars, meetings, discussions, etc.) at the institute with the participation of embassies, foreign organizations, and representatives of foreign countries, are held in accordance with the established procedure.
